In August 2013 the largest Croatian university - the University of Zagreb - has been given the "Human Resources Excellence in Research" acknowledgement of the European Commission, becoming the fourteenth and last institution so far with this acknowledgement in Croatia.

The University was this way awarded for its efforts in completing a human resources strategy for researchers (HR strategy), after an extensive self-analysis in relation to employment conditions. This HR strategy will ensure an effective implementation of the principles enshrined in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (Charter & Code). The acknowledgement itself will enable the University more visibility and better involvement in the European Research Area, whereas the implementation of the strategy will ensure better working conditions and career development possibilities for researchers.  Improvement of knowledge transfer and recruitment transparency is also expected.

There are 37 research organisations in Croatia which signed the Declaration of Committment with 14 of them having been awarded with the acknowledgement. The University of Rijeka has received it in 2010 already and it now awaits for the external evaluation process, one of the final steps of the process.
